SPIE supports the Communauté d'Agglomération de Pau Béarn Pyrénées with an energy performance contract

Saint-Denis, 27 June 2023 - SPIE Facilities, a subsidiary of SPIE France specialising in building maintenance and facility management throughout France, announces the renewal of its partnership with the Communauté d'Agglomération de Pau Béarn Pyrénées (CAPBP). As part of a new Public Energy Performance Contract, SPIE Facilities has been entrusted with the operation and digitalisation of the CAPBP's buildings, with the aim of reducing its energy consumption by more than 20% by 2028. This collaboration illustrates SPIE Facilities' long-standing commitment to more rational use of energy in the operation of its customers' buildings, particularly through energy performance contracts (CPE).

SPIE Facilities supports the Communauté d'Agglomération de Pau Béarn Pyrénées in its carbon neutrality objective

At the time of its 2021 sustainable development plan, the local authority committed to a wide-ranging programme to reduce energy consumption and greenhouse gas emissions from its assets, with the aim of achieving carbon neutrality by 2040. Since 2014, SPIE Facilities, a subsidiary of the SPIE, the independent European leader in multi-technical services in the areas of energy and communications, has been supporting the local authority in its energy performance projects, as a maintenance and operating service provider committed to energy management.

The EPC, signed in 2022 for the 146 CAPBP buildings for a period of 6 years, includes a full range of services:

• Meter instrumentation and energy management
• Implementation of Centralised Technical Management (CTM)
• Deployment of a LoRaWAN (long-range wide area network) and connected objects
• A technical progress plan
• Operation of systems and buildings.

To achieve this, the contract provides for several categories of work:

• Better regulation of energy consumption through the use of digital technology, taking into account the constraints associated with local networks and cyber security
• Renovation of heating and ventilation systems
• Improvements to equipment rooms
• Co-construction of renewable energy production or connection projects, such as geothermal energy.

Thanks to all these services, the EPC signed between the CAPBP and SPIE Facilities guarantees a reduction of more than 20% in the energy consumption of the agglomeration's buildings between now and the end of the contract in 2028, enabling it to move towards the objectives of the Eco-Energie Tertiaire scheme - or "Tertiary Decree"[1].

This major commitment has been made possible thanks to the work of the entire project team, as part of a competitive dialogue lasting several months, to select and study in detail the optimum energy performance measures for each building in the Palaiseau local authority's portfolio.

This approach, part of our PCAET (Plan Climat-Air-Énergie Territorial[2]), meets both the requirements of the tertiary sector decree and the objective of carbon neutrality by 2040. The connection of many of the local authority's sites to the Urban Heat Network and the optimisation of public lighting are concrete examples of this. Our new contract for the operation and maintenance of HVAC (heating, ventilation, and air-conditioning) equipment is intended to be demanding in terms of energy performance and must guarantee one of the key principles of public service, namely continuity of service", explains Christian Lesport, Deputy Managing Director of the Communauté d'Agglomération Pau Béarn Pyrénées and the City of Pau. "Thanks to this contract, which will be launched in 2022, we can meet the challenges of the current energy crisis in the best possible conditions, and we are counting on SPIE Facilities to help us meet these major challenges.”

[1] The tertiary sector eco-energy scheme, or « tertiary decree », aims to achieve a 60% reduction in energy consumption in all tertiary sector buildings over 1,000m² combined by 2050, with an initial target of minus 40% by 2030.
